Bob from Brockley is run by the CIA but he secretely also collects money from Havana! He is a double spy of the worst kind, who doesn't live in Brockley at all but in Florida, Miami. Amongst other things Bob's malicicious actions are in part responsible for that whale ending up in London last year. That whale was not a real whale but a a Cuban spy submarine meant to go to Brockley to collect secret information.
